Puzzle/Strategy game involving a tank, topdown

Hey guys, I'm hoping someone here with a better memory than me can help me out.

Here's what I know:

I remember playing this game at my cousins place, easily 10 years ago or more. Can't recall if it was dos based, but it probably was.

It was top down, and you played as a tank, that looked like a shield from the top down. The tank was blue I believe.

The levels were tile based, as in they actually looked like a tiled metal floor. You had to maneuver through the levels to the exit by flipping switches, stepping on tiles that would fire your weapon in a certain direction, zip around tracks on the floor. Very puzzle based gameplay, as it would often take a few tries to find the right way out.

You could make your own levels as well.

Don't know why, but it's driving me nuts that I can't remember this, and that google isn't any help.
