Let's not forget that it is desirable to obtain permission from the copyright holders to distribute the 1989 version.

That does not cover the original 1989 version. The owner of playdosgames.com had to contact the CEO of Kadon Enterprises to obtain the permission to host the DOS version. I'd be happy to host it if I can get permission, and if it's for DOS/Win16/Win9x. I don't see any mention of a PC port of the original game in the Wikipedia article.
Today entirely the maniac there is no excuse with the article.
