It's already mentioned in the Stargunner Released as Freeware thread on the 3D Realms Forums by Karthik in post #71. I guess Joe Siegler didn't read that post or he forgot about it.

Cool looking shooter that reminds of the Amiga days. Smooth gameplay, great visuals/sounds. Fun for everyone.

I'm not sure how popular this game ever was, but if anyone's interested the DLT format has been reverse engineered and the compression algorithm is now known, so all the files can be extracted/modified.
I'm probably not going to give much more attention to it (level editors etc.) as I don't think there's a huge amount of interest out there, but feel free to correct me if I'm wrong!
