in 2008 slowdown utilities are pretty moot, i can't think of a use for them not even on legitimate real DOS machines, for that I could depress the turbo button or disable internal cache in bios

In the old days, computers often had a turbo button so that you could slow the system down. The first PC games were designed to run on an 8088 4.77 MHz, so they ran too quickly when the 286 was introduced. Once there was more than one type of PC out there, software started to poll the system for speed in order to adapt itself to run properly on any hardware. So most software ran properly at normal speed, but the Turbo button slowed down your computer so that you could play really old games that expect an 8088. My 286 had one, but my 486 didn't.
As for modern computers, I generally don't need a slowdown utility because I use DOSBox.
