ancient china koei game

First of all, I'd like to excuse myself for my pidgin english, it has been awhile since i've used it, so i'm a bit rusty. I need help finding an old KOEI game, can't remember it's name,VGA graphics, ancient chinese kingdoms at war strategy game, player and cpu took turns. The battle modes were much alike panzer general. I think it was from the early 90's. One of the first images on the game was a picture of a dragon to the left and a tiger to the right. At the beginning you would have to choose a Kingdom or general, can't remember exactly, from a group of options that were pictures of the generals, or something alike. Once again, excuse my poor english. Thanks!
