Art game - Creatopolis? Create funny animations...

I'm not sure if this was on DOS or one of the earlier Windows versions, but maybe you can help me anyway; it's driving me insane.

It was a game where you could create weird animations. The opening screen was a wolf-like creature who helped you through the whole thing, and he would ride in a little cart on a roller coaster-like track into a city and crash (loading screen). Then you could go into an elevator where you could choose the floor you wanted to go to, and each floor had a different thing you could create. You could create comics or pictures or animations.

I'm driving myself crazy thinking about this, I believe it was something "opolis" - I want to say Creatopolis or something along those lines but I just, for the life of me, cannot remember it. I'm 21 years old and I was pretty young when this was around...I've almost Googled myself to death trying to find this!

I apologize if it's not a DOS game, it was right around the time of Kid Pix, The Incredible Machine, etc...

Sounds like a product of Microsoft Home's old "Creative" product line for kids (including the cult 3D Movie Maker), with McZee as the host, and he rides a roller coaster track, in a city called Imaginopolis
