Hmm, Wikipedia says the game is free, and you also indicate it can be obtained from GOG.com. However, the game isn't coulour-coded to indicate its freeware status, and Wikipedia's link to the archived page of the game's developers/copyright holders doesn't work due to robots.txt. Is there any way to clarify the situation?

The short answer is that I couldn't prove that the game is freeware, but I assume that GOG did their homework.

Considering that GOG.com is run by some of the people who bought out the developer of Teenagent, they do know what they're doing. Been unable to find the original freeware archive, but this is the closest I've got to it. The included SFX archive and FILE_ID.DIZ is not original from what I can tell, but the contents of the SFX archive seem to be what was originally distributed as freeware.

Hmm, so MBNet now allow public access to their files for unregistered users? If yes, is there a way to access their downloads database list?

They still don't allow non-subscribers to download from the files area, that download link came from some article they were running regarding the game some time ago

So the old files still exist?!

They had quite a lot of stuff on their bbs back in 1997:

If you can access the files, could you download these for me:
DHELLFPR.ZIP
DIAB-I.ZIP (IMPORTANT!)
PREYE397.ZIP
PREYP.ZIP
PREYPRE.ZIP
E96-DAGF.ZIP
STARCRPR.ZIP
?

The files are they had on their website didn't include nearly all of their BBS stuff. And you had to be a subscriber to their magazine in order to be able to download them. But I can't even find the files section on their website anymore, it seems they have gotten rid of it. :(
