[DOS] Top down; Nuclear waste facility; puzzle game

Does anyone remember the name of my favorite DOS game (and know if it is still available). It is a puzzle game. The venue is an underground nuclear waste facility. There is a squarish tunnel with waste containers scattered around. You have a fork-lift that allows you to move the waste around. The object is to go from the start point to an elevator, which will take you to another level. I believe you had a limited number of moves, but am not sure of that. That’s about all I remember of it, except it was very challenging and fun. It was a 2D game that I played prior to 1994.

Was the goal to move all of the boxes/canisters to another part of the room, as in numerous Sokoban clones? Cargo Bay has an explosives theme, but it's from 1995.

As I recall the theme was just to get to the next elevator. I don't recall any explosions.
